Ownership

Talked with boss' boss today about contracting out job. He said "Don't own the project. Don't own the problem."
What he meant is: If the problem belongs to the contractor, ask him to do it well, don't share the problem with him and help him to solve it as a matter of expedience. If something goes wrong in the project, treat it as if it is not your own project, look from outside. Then you won't be expedient.

Is he correct? 80% correct, but I think sometimes it is not.
